The air solenoids are activated according to RPM and throttle position to feed the 'right' amount of air to the mixer nozzle for various throttle/RPM loads. I suspect they are really more about emissions than performance though - otherwise TZs would use 'em, innit?
I've not pursued it, because when I was running the 28s they seemed to work fine as stock, but I'd imagine that you could just ditch the solenoids completely and run a straightforward single main air jet (shove a jet in the air feed pipe). You'd perhaps have to experiment a bit with jet sizes, and perhaps have to play about with needle position - or maybe even needle jets themselves - a bit to get the fuelling right on part throttle, but It would remove the solenoids from the equation completely - and thus simplify your task.
To be honest though I'd think it a lot easier to either just live with the high fifties you can get with portiing, pipes and the -00 box, or get hold of an appropriate sugo unit if you want a bit more.
