2)The bike has to fire up for about 3 years , so I cleaned the carbs,changed oil and filters but i dont remember which carb goes on the lower cylinder and which on the upper
Does the one that inside his body has 2 metal sheets (like reeds ) goes on the lower cylinder ?

Yes, the carb with the fuel baffle plates goes on the lower cylinder.

Hmmmm Iam guessing the carb needs cleaning again or something ?

Yes, sounds like a carb problem. Check the choke and pilot circuits are OK- the pilot jet lives under the plastic dipper tube which just pulls out to reveal the jet.  It would also be a good idea to chenck that the little filter that sits in the carb fuel inlet stub isn't blocked and starving the carb of fuel. Those seem to be the most common carb problems, but sometimes poor adjustment of the tickover screw on the Throttle Position Sensor unit can be a problem too. Air screw should be around 1.5 turns out or so.

get the carbs ultra sonically cleaned if possible.

Ultrasonic cleaning involves immersing components in a water/cleaning agent solution & subjecting the fluid to high frequency sound, which makes the fluid vibrate, (& heat up !!), and cleans out stubborn debris/ deposits. I work on light piston engined aircraft, & we use an ultrasonic bath for cleaning fuel injector nozzles & inline micronic fuel filters, (it's also used on oil system micronic oil/fuel filters on jet aircraft as well). Don't you just hate spotty youths, annoying every one with their all noise, no go "Niffty Fifties". They give us proper bikers a bad name !!  :;):

you just answered a question I had (not 3xv related) I have a small ultrasonic cleaner used for drafting pens - about 150mm diameter I use now for bike stuff so its good that i can stick my diesel injectors in there from the 4WD beast !

check you autolube pump is not leaking - I had a problem that the oil was flowing along the oil line into the bottom reed intake due to a worn pump seal. That could be worth checking. After its been standing for a few days pull the bottom car off, it will be obvious if it is.

Just to clear something up, technically speaking, what I SHOULD have said was fuel metering nozzles. They're just basically glorified carb main jets, but are about 1 inch long !!, that are screwed into the inlet port of the cyl. heads. They have a precision drilled hole, which delivers the fuel at however many millilitres of fuel per minute, at 20 psi fuel pump pressure. I work on Lycoming 4 stroke, air cooled, 360 cubic inch, flat four "Boxer" aero engines, that have a crude butterfly controled, differential air pressure metered fuel injection system, with a manualy controlled, (by the pilot), mixture adjustment, ( to allow for the air density decreasing with altitude ). Hope I'm making sense !!  :O

The other problem is that the bike fires up easily and everything is fine on idle and until 3000 rpm

Then the left cylinder turns off

Hmmm maybe its electric problem ?

Sounds like it could be flooding on the left cyl due to a sticking or dirty float valve. Maybe try dismantling and cleaning it well while you are re-setting the float height? It would also be a good idea to remove and clean the little filter in the carburettor fuel intake stub at the same time too.
