3xv wont rev past 8k

Just got my 3xv i bought a few month back out and running.2 half hr runs so far both times bike does not/will not rev past 8-9k goes well below that.No surge at all at 7k on.Where do i start to fix it.No reliable history from before i bought it.Carbs/plugs/power valves?Any guru,s in west wales???.Thanks Neil.

Sounds power valve related to me. Are they cycling when you turn the ignition on? Can you kill the power at 9k and then see the position the valves are in? Have you done anything to kink the cables since it last worked?

You can also take the exhausts off to see if the valves move in their cleaning cycle when you turn the ignition on.

Thanks.Ive taken all the fairing off done a plug check top one looks white and lean bottom one is dark but not wet rich.Power valves move as they should and line up with the hole,s in the engine casing when they stop.If the move like this why wouldnt they more/or get stuck when the engine is running??

stripped the top carb and the following is the jetting.
Main 190
pilot 12.5
needle y504s confused as this does not show on the listing on the carb specs

Frame number is 8xv-088335 which makes it a 9xv acording to the info on the forum.
